Why can’t I add an account user?

When creating the account user, did you use an email address that is already being used for a traveler? If yes, this could be why the save failed.

The email that’s added needs to be unique, so if it was already added for a traveler it won’t work. Since the account user email is just used to login to the CMS, you can create a fake email address (ex. [email protected]).
